ENOUGH stands for Engaging Neighborhoods, Organizations, Unions, Governments, and Households.
ENOUGH is a State of Maryland place-based initiative focused on addressing concentrated child poverty by investing in communities and creating opportunities shaped by residents’ lived experience, data, and cross-sector partnerships.
Rather than having solutions simply handed to communities, ENOUGH puts residents at the center of the process. Residents and people with lived experience help identify needs, establish priorities, and shape strategies for their neighborhoods.
Today, Maryland’s ENOUGH Initiative, administered by the Governor’s Office for Children (GOC), is supporting 27 community-led organizations across 12 counties, representing rural, suburban and urban areas in the state that have been historically impacted by barriers to economic mobility. Through the use of data, residents’ lived experiences, and cross-sector collaboration, this pioneering grant initiative aims to improve access to four key pillars of development for young people – quality healthcare, safer communities, good schools and good jobs – so that more children and families can prosper.

Federalsburg is one of 27 communities across Maryland supported by the the Governor’s Office for Children’s ENOUGH initiative. ENOUGH is the Engaging Neighborhoods, Organizations, Unions, Governments and Households initiative, a state-led place-based strategy to create poverty fighting opportunities driven by communities’ lived experience and expertise, data and cross-sector partnerships.

ENOUGH in Caroline County
In Caroline County, Caroline Human Services Council (HSC) serves as the community quarterback and is involved in ENOUGH work through Federalsburg Better Together (FBT).
HSC helps facilitate and coordinate activities, provides technical assistance to community members and partners, and supports the tracking and analysis of data.

Federalsburg Better Together is a resident-driven partnership that brings the Federalsburg community together to strengthen families, connect resources and existing community assets, create opportunities, and build a community where children and families can thrive.

Hearing directly from families about barriers, strengths, and resources needed in the community.

Reviewing existing community data to identify trends, needs, gaps, and opportunities that help guide priorities and inform community-driven strategies.
Developing the Neighborhood Action Plan
Working alongside residents and community partners to develop a Neighborhood Action Plan that reflects Federalsburg’s priorities and identifies strategies for strengthening the community.
Youth & Family Success
Supporting strategies that improve outcomes for children, youth, and families.
Stronger Partnerships
Getting organizations to coordinate their efforts rather than working separately.
