The Caroline Human Services Council is excited to announce the release of the RFP's for:

  • FY27 Attendance Intervention for Chronically Absent Students

The Attendance Intervention for Chronically Absent Students program will provide targeted support to K-12 students who are chronically absent or at risk of chronic absenteeism. Attendance interventions will address individual, school, and community-based factors that contribute to chronic absenteeism, with a focus on mentoring and relationship-based interventions, including Success Mentors. Using evidence-based and research-supported strategies, the program will identify barriers and connect students and families with individualized supports and community resources. Services may include food and housing assistance, mental health services, transportation support, and connections to Community School Coordinators. The goal is to reduce barriers, strengthen student engagement, and improve regular school attendance.

  • FY27 Economic Mobility & Workforce Development

The Economic Mobility & Workforce Development program will help individuals build skills, earn certifications, advance their careers, and increase financial stability through sector-based training and self-employment tracks. Using evidence-based and research-supported strategies, participants will receive career development, financial education, individualized coaching, and support to address barriers such as childcare, transportation, and mental health needs. Services may also include entrepreneurship opportunities, financial goal setting, and connections to employers, with the goal of increasing family-sustaining wages and long-term economic mobility.

  • FY27 Youth Development & Student Success

The Youth Development & Student Success program will support students who are chronically absent or at risk of chronic absenteeism while building pathways to education and employment. The program will provide attendance interventions through case management, wraparound supports, and school-community coordination, along with Youth Workforce Pathways through Career and Technical Education (CTE), internships, and summer employment. Using evidence-based and research-supported strategies, students will receive individualized support and connections to schools, families, community resources, and workforce opportunities. The goal is to improve school attendance, reduce barriers to student success, and prepare youth for future education, employment, and career opportunities.
